you cant just lose weight off specific places. you need to do cardio exercises such a running, cycling, step, dance, anything that gets your heart pumping and makes you sweat a lot. as well as doing the cardio, do weights such as bicep curls and tricep kick backs, stomach crunches etc to tone up your problem areas so that when all the fat is off,you will be left with a slim, toned body

Any exercise in combination with calorie control will burn fat. However, the best thing to do is cardio (aerobics, brisk/speed walking, jogging, cycling, swimming, etc.) because it burns a lot of calories per hour relative to weight training.
Using weights and doing pushups, crunches etc. will tone up the muscles under the fat but unless you do LOADS of them, you won't burn the fat off as quickly as cardio will. Also, if do loads of weights, you may end up bulking up the muscle underneath without losing the fat!
If you start power walking (basically brisk walking where you swing your arms vigorously, keeping the elbow bent at right angles) you will burn loads of calories (approx. 500 an hour) plus it will give you great legs, tighten your abs, tone your arms and improve your fitness, which will give you more energy in general.
Power walking is low impact so you are less likely to damage your knees and its much easier to get into than running because it feels more comfortable (stuff not bouncing or jiggling everywhere). It's also free and easy, unlike joining a gym or having to get to a pool. The world becomes your gym!
Try to stick to 1500 calories a day and do 30 mins power walking each day (or 60 mins every other day). Try to load up on fruit and veg (low cal so you can eat pretty much all you want) and drink plenty of water before and after your workout (aim to drink a least a litre for an hour of power walking). You don't really need to bother with a warm up for power walking but after your workout make sure to stretch out all your muscles. I find it easiest to start at the top and work down so I don't miss any muscle groups (neck, shoulders, biceps, triceps, upper back, lower back, obliques, abs, glutes, thighs, hamstrings, calves, ankles). I can't describe them all but if you google you can find pages that describe all of them.
